One more systemic subject...........

A Homeless person is a systemic subject 

not an accident in any given society.

The institutions that govern homeless might be of 

A bureaucracy in obscurity but 

It is a Person/ Human that overseas and decides  

who becomes and remains Homeless.

Give me your tired, your poor, 

Your huddled masses yearning to breathe free, 

The wretched refuse of your teeming shore. 

Send these, the homeless, tempest-tossed, to me: 

I lift my lamp beside the golden door.
