strengthening of all governing establishments

running counter to the notion of dilution of powers

except that of those who are culpable and

progressively redundant.

(Reform means the improvement or amendment of what is wrong, corrupt, unsatisfactory, etc.)

Duality of Right and Wrong...

Any conscious process (manufacturing) 

In making of....

A supposed right action and

The justification of such

Happens by way of

A rational.....

That inadvertently ignores 

The wrongs of it.

Moral Ineptitude....

Criminality and Culpable human nature is

A demented state of Being

where one is incapable of transcending

To the realities of human compassion

spirit of equality, fairness and justice for all.

nothing but  moral ineptitude.
